Once deleted the devices are gone, there’s no undo option.
The only option would be to edit your database and change in the table {wordpress_prefix}_ds_device the auto_increment for id to the missing device number, then adding the device(s) in wordpress and then change the auto_increment back to the old value.

Not really, we use the widget provided directly by twitter.
They periodically check via ajax request if the timestamp of the last edit changed and only then update the content/refresh the page.
So that shouldn’t be that much traffic.
If you have the 1.6.4 enterprise version you can change under settings how often they check this.
How much is “high bandwidth”?
Do you have a lot of videos or other large size files?
Are your devices restarting regularly?
I’d advise against caching plugins as those make you unable to update your slides.
